Should new members be able to create new forum topics?
I would think that that poll should live in the forums .. and not as a front page story....
  but I voted Always. Let the American first amendment be inspiration to us all... so taking it off would be a tad against that.

Yes, infact new members should be pushed to ask more questions of any sort.. of course there have been some  "Peckers" who have asked questions that they did not like the answer of so they argued and dis'sed  and gennerally made a huge dust storm.. much to many peoples frustrations and annoyance and even in some  cases entertainment.

Seach "Hyperhorse" in google  to find a fine example. he has  enemies and he has fans.
